Blazor WebAssemby Hosted with SSR and TailwindCSS

This is a minimal template for an empty Blazor project with Server-Side Rendering and TailwindCSS.

TailwindCSS is added in the build actions of BlazorSSR.Client.csproj, using npm and npx to generate the classes.
