Etsy Tailwind Project V2

Version 2 of the Etsy Tailwind Project sets up React and Tailwind with Vite in order to resolve issues with missing Tailwind CSS classes, and excess dependencies, resulting from setting up Tailwind CSS with vanilla HTML/CSS, then trying to add React and Vite, which the original version of this project was suffering from.
